Pakistan Moves Closer to 5G Launch as PTA Issues Spectrum Auction Information Memorandum

Pakistan has taken a major step toward launching fifth-generation (5G) mobile services as the Pakistan Telecommunication Authority (PTA) has issued the Information Memorandum (IM) for the upcoming 5G spectrum auction.

The release of the IM follows a formal policy directive from the federal government and represents a crucial regulatory milestone in the country’s transition to next-generation mobile connectivity.

According to the PTA, the Information Memorandum lays out comprehensive terms and conditions for the auction, including network rollout targets and minimum service quality standards. Under the proposed framework, each licensed telecom operator will be required to deploy at least 1,000 new cell sites annually to support expanding network coverage.

The authority has also outlined a phased rollout plan, with 5G services initially launching in Islamabad and all four provincial capitals. During the first phase, telecom companies will be obligated to upgrade at least 10 percent of their existing towers to 5G technology in these cities.

In addition to 5G-specific requirements, the PTA has revised existing service benchmarks. Minimum 4G mobile internet speeds will be increased from 4 Mbps to 20 Mbps, while fixed broadband providers must raise minimum speeds from 4 Mbps to 10 Mbps within the first year of implementation. For 5G networks, the IM sets a minimum speed requirement of 50 Mbps.

PTA officials stated that rapid expansion of 5G services in major urban centers is planned to meet rising demand for high-speed data, digital platforms, and advanced technologies such as smart services and automation.

Telecom operators have been given 20 days to submit feedback and recommendations on the Information Memorandum. The authority noted that the final IM will be issued after the 26th, incorporating input from stakeholders.

For the auction, PTA plans to offer a total of 597.2 MHz of spectrum across six frequency bands. These include 700 MHz, 1800 MHz, 2100 MHz, 2300 MHz, 2600 MHz, and 3500 MHz, with the 3500 MHz band considered essential for effective 5G deployment.
