Govt to Split Islamabad into Three Town Corporations Under New Local Government Plan

The federal government has finalized plans to overhaul Islamabad’s local governance system by dividing the capital into three separate town corporations, according to sources familiar with the development. The move is aimed at improving administrative efficiency and strengthening local government in the federal capital.
Under the proposed structure, which is being designed along the lines of the Punjab local government model, Islamabad will have three mayors and six deputy mayors. As part of the restructuring, the Metropolitan Corporation Islamabad (MCI) is expected to be dissolved, making way for the new town-based system.
Officials said that each town corporation will be led by one mayor, supported by two deputy mayors. Unlike previous local government setups, these positions will not be filled through direct public elections. Instead, union council chairmen will elect the mayors and deputy mayors through an indirect voting process.
The plan also proposes forming the three town corporations based on Islamabad’s three National Assembly constituencies, ensuring clearer administrative boundaries. The new town administrations will be granted financial and administrative autonomy, allowing them to independently manage local affairs and development work.
Sources added that several responsibilities currently handled by the Capital Development Authority (CDA) will gradually be transferred to the town corporations. These include control over sanitation services, drainage systems, and local development projects, which are expected to be managed at the town level for quicker decision-making.
The proposed tenure for mayors and deputy mayors will be four years. Once the required legal amendments are approved, the Election Commission of Pakistan (ECP) will announce fresh delimitations along with a new schedule for local government elections in Islamabad.
