Govt Issues Policy Directive for 5G Spectrum Auction in Pakistan

The federal government has issued a new policy directive for the auction of radio frequency spectrum, marking a key step toward strengthening next-generation mobile services across Pakistan in line with the Digital Pakistan vision.
The directive, released by the Ministry of Information Technology and Telecommunication (MoITT), notes the rapid expansion of mobile broadband usage in the country. According to official data, broadband subscribers have crossed 152 million, driving growing demand for faster and more reliable mobile internet services nationwide.
Under the policy framework, the government has made portions of radio spectrum available for auction in the 700 MHz, 1800 MHz, 2100 MHz, 2300 MHz, 2600 MHz, and 3500 MHz bands. These frequencies are considered essential for expanding mobile broadband capacity and preparing networks for advanced technologies, including 5G.
The government emphasized that radio frequency spectrum is a limited national resource and must be allocated in a manner that serves the public interest. The directive also stresses compliance with Pakistan’s international commitments related to IMT and advanced mobile communication standards.
The Pakistan Telecommunication Authority (PTA) has been tasked with conducting the auction in a transparent, fair, and competitive manner. As outlined in the directive, the auction will include 15 MHz of paired spectrum in the 700 MHz band, 3.6 MHz paired spectrum in the 1800 MHz band, and 20 MHz paired spectrum in the 2100 MHz band. In addition, substantial unpaired spectrum will be offered in the 2300 MHz, 2600 MHz, and 3500 MHz bands.
The PTA will issue an Information Memorandum detailing the auction process, eligibility conditions, and participation requirements. Both existing cellular mobile operators and potential new entrants will be allowed to participate, subject to applicable spectrum caps.
Officials believe the auction will significantly improve mobile broadband capacity and accelerate Pakistan’s readiness for next-generation services, including 5G, supporting digital growth and improved connectivity across the country.
