A bill aimed at regulating electronic nicotine delivery systems, commonly known as vapes and e-cigarettes, has been introduced in the Senate Standing Committee on Health to control their sale and use in the federal capital.

The proposed legislation, titled the Electronic Nicotine Delivery Systems Regulation Bill, was tabled by Senator Sarmad Ali. It seeks to establish a comprehensive legal framework for the import, marketing, distribution, and sale of vaping products in Pakistan.

Under the bill, the minimum age for purchasing vapes has been set at 18 years, while the sale of electronic cigarettes would be prohibited within 50 meters of schools, colleges, and other educational institutions.

The draft law proposes treating vaping products in line with traditional tobacco regulations. It bans the use of e-cigarettes in public transport, government offices, parks, and other public places, while also prohibiting all forms of advertising and promotion, including on television, social media platforms, and outdoor billboards.

To address safety concerns, the bill sets a maximum nicotine concentration of 40 milligrams per milliliter. It also mandates child-resistant and tamper-proof packaging, along with clear health warnings on all products. Online sellers would be required to introduce age verification mechanisms to prevent underage sales.

The proposed legislation includes penalties starting from Rs. 50,000 for violations related to age limits and restricted locations. Harsher fines and penalties would apply to repeat offenders and illegal sales.

The Senate Standing Committee on Health has begun reviewing the bill, which will also be examined by relevant ministries before further legislative steps are taken.
